On March 14, the Hongqiao International Economic Forum (HQF) 2025 expert seminar on the 3rd sessions of the 14th NPC and the 14th National Committee of the CPPCC was convened by the HQF Secretariat and the HQF Research Center in Shanghai. The seminar was given by Xu Hongcai, Deputy Director of the Economic Policy Committee at the China Association of Policy Science (CAPS).

Xu Hongcai provided an in-depth analysis of domestic and global macroeconomic trends based on the latest policy directions from China’s Two Sessions. He highlighted that China’s economy in 2024 demonstrated stable growth with incremental progress, showcasing strong resilience. Despite challenges such as weak global growth momentum, uneven recovery among major economies, and escalating trade tensions fueled by protectionist policies, he emphasized China’s strategic priorities for 2025. These include enhancing policy coordination, seizing opportunities in new urbanization, industrial upgrading, the digital economy, and the silver economy, deepening reforms to unlock talent and institutional dividends, and balancing security with development to sustain high-quality growth.
Seminar highlight
Approximately 50 participants from HQF member enterprises, think tanks and media partners, representatives of CIIE exhibitors and buyers and collaborating organizations attended the event and engaged in interactive Q&A sessions with experts. The Expert Seminar is a systematic activity organized by the HQF to serve its member enterprises, amplify platform effects, and promote cooperation among all parties. This event was held at the Shanghai Tower, with pre-event exchanges organized for participating member enterprises and other attendees.
